He left the ninety-nine
to go after the one.

There is an old story of a shepherd with a hundred sheep. When one wandered off, he did not count the ninety-nine still with him and call it enough. He left them, and went into the dark, and searched until he found the one — and carried it home on his shoulders.

Modern care does the arithmetic of the ninety-nine. It serves the many, efficiently, and counts the loss of the one as acceptable. We were founded on the opposite conviction: that the one is never acceptable to lose. That the person you love is not a number in a ledger of care, but the entire reason the ledger exists.

This is not a metaphor we chose for its beauty. It is the standard we are held to. When your mother is the one — in her own home, in her eighty-fourth year, far from a child who lives abroad — she will not be one of ninety-nine. She will be the one who is gone after, found, and carried.

Medicaid HCBS Waiver
Home and Community-Based Services waivers fund personal care at home instead of nursing facilities. In many states, a family member can be paid by Medicaid to provide care at home.
Who qualifies: Income and asset eligibility varies by state. Florida has active HCBS waivers for seniors and adults with disabilities.

PACE Programme
Programme of All-Inclusive Care for the Elderly — provides comprehensive care including home care, adult day services, medical specialists, dental, vision, transportation, and prescription drugs. All coordinated through one plan.
Who qualifies: Adults 55+ who need nursing-home level of care but can safely live at home. Available in Florida.

Veterans · VA Benefits
VA Aid & Attendance
A VA pension benefit that pays toward in-home care costs for qualifying veterans and surviving spouses. Can significantly offset the cost of a private caregiver. The VA Community Care programme also provides home-based care.
Who qualifies: Veterans with wartime service who need help with daily activities. Surviving spouses may also qualify.

Florida SMMC — Long-Term Care
Florida's Statewide Medicaid Managed Care Long-Term Care programme funds home-based care, personal care assistance, and caregiver support for eligible Florida seniors — often at no cost to the recipient.
Who qualifies: Florida residents 65+ or adults 18+ with a qualifying disability, meeting Medicaid financial eligibility.

Under federal and Florida law, you have the right to choose who provides care in your home, to refuse any caregiver without explanation, to access your loved one's care records, and to appeal any denial of benefits. You do not need a lawyer to exercise these rights.
